DESCRIPTION:This workshop on the socio-economic benefits of geospatial information/GEOSS 2012 will be held in Boulder\, Colorado\, on June 12 through 14\, 2012. It is a follow-on to two prior workshops held respectively in Washington DC in 2010 and Ispra\, Italy in 2011). Geospatial information from Earth observation and other sources contributes to decisions by both societal and individual decision-makers. Effective use of this information is essential as issues are becoming more complex and consequences of decisions more critical for future economic and social development. This workshop will review quantitative socio-economic methodologies and metrics for assessing and communicating the value of geospatial information. SUMMARY:Workshop on GEO Socio-Economic Benefits
DESCRIPTION:A workshop on the socio-economic benefits of GEO-GEOSS was conducted on July 11-13 at the Joint Research Center in Ispra Italy.  The purpose of the workshop was to identify a program of activities to undertake during 2011-14 to support the GEO 10-year implementation plan (www.earthobservations.org/documents) and the assessment of the benefits that can and will be achieved. Such program of activities may include the consolidation of dispersed bodies of literature relevant to the assessment of impacts and benefits of geographic information/earth observation\, the evaluation of different methodologies appropriate to undertake such assessments\, the gathering of evidence of impacts/benefits in different user communities and societal benefits areas\, and outreach activities to develop shared understanding across disciplinary boundaries on value and methods of assessment.    The number of workshop participants was about 25 with focus on practitioners of benefit/impact assessments and related fields. Background    The Global Earth Observation System of Systems (GEOSS) is a complex system of sensors\, communication devices\, storage systems\, computational and other devices used to observe the Earth and gather the data needed for a better understanding of the Earth’s processes. In addition\, GEOSS includes models and processes to create information from the observational data. The 2003 Earth Observations Summit established the objective “to monitor continuously the state of the Earth\, to increase understanding of dynamic Earth processes\, to enhance prediction of the Earth system\, and to further implement our international environmental treaty obligations”.    The GEOSS Implementation Plan states that GEOSS will provide the overall conceptual and organizational framework for integrated global Earth observations to meet user needs. GEOSS will be a “system of systems” consisting of existing and future Earth observation systems\, supplementing but not supplanting their own mandates and governance arrangements. It will provide the institutional mechanisms for ensuring the necessary level of coordination\, for strengthening and supplementing existing Earth observation systems\, and for reinforcing and supporting component systems in carrying out their mandates.    The emphasis of GEOSS is on societal benefits\, initially in nine key areas. Sound management of the Earth system\, in both its natural and human aspects\, requires information that is timely\, of known quality\, long-term\, and global. Interpretation and use of Earth observations requires information on drivers and consequences of change\, including geo-referenced socio-economic data and indicators. The nine areas addressed in the implementation plan are:     Disasters: Reducing loss of life and property from natural and human-induced disasters   Health: Understanding environmental factors affecting human health and well-being   Energy: Improving management of energy resources   Climate: Understanding\, assessing\, predicting\, mitigating\, and adapting to climate variability and change   Water: Improving water resource management through better understanding of the water cycle   Weather: Improving weather information\, forecasting and warning   Ecosystems: Improving the management and protection of terrestrial\, coastal and marine resources   Agriculture: Supporting sustainable agriculture and combating desertification   Biodiversity: Understanding\, monitoring and conserving biodiversity    The above societal benefit areas of the Implementation Plan are important for this IEEE GEOSS Workshop\, which will focus on implementing elements of the system of systems that is GEOSS.  GEOSS Communications Engineering    Advanced communications systems and related communications and networking technologies are critical to meeting the requirements of GEOSS. Systems that are needed for GEOSS are based on advanced in-situ\, airborne and satellite communications for fast data distribution and networking.    GEOSS solutions for communication will be reviewed included existing approaches such as GEONETCast. Special attention will be given to quick response solutions for nature and human induced disasters. Relevant technical activities will include areas such as satellite communications\, Ad-Hoc networking\, Free-Space Optical communications (FSO)\, Broadband Wireless Networks\, Communications Protocols and Communications Standards. IEEE Communications Society (ComSoc)\, through its participation in the IEEE Committee on Earth Observation (ICEO)\, will cooperate with other GEO Members’ and Participating Organizations in their global and regional activities. Examples of these projects include Global Monitoring for Environment and Security (GMES); Integrated Earth Observation System (IEOS); GEONETCast. ComSoc will participate in Workshops sponsored or co-sponsored by ICEO\, focusing on advanced communications and networking topics. GEOSS related topics will be included in ComSoc's professional publications and conferences.  About this Workshop  GEOSS (Global Earth Observation System of Systems) Workshop is a one day event including invited speakers\, with both experts in the communications technologies specific to SECON and GEOSS benefitial users experts and will focus on suitable communications and networking techniques supporting response to natural and human-induced disasters and capable of saving lives and properties from unexpected disasters. To facilitate exchange\, the workshop will provide an overview of the GEOSS architecture and participants will be encouraged to develop consensus recommendations. Recommendations of the IEEE GEOSS Workshop will be available to the GEO committees formulating GEOSS infrastructure and operations framework. In summary\, the workshop is a forum for users to interact with technologists to address the engineering challenges of an enabling system of systems for Earth data and information for the benefit of society.    The workshop will be held in association with Fourth Annual IEEE Communications Society Conference on Sensor\, Mesh and Ad Hoc Communications and Networks (SECON 2007)\, June 18-21\, 2007\, in San Diego\, California\, USA. This meeting is merged with the IEEE International Workshop on Wireless Ad-hoc and Sensor Networks (IWWAN). The nine areas addressed in the implementation plan are:    • Disasters: Reducing loss of life and property from natural and human-induced disasters  • Health: Understanding environmental factors affecting human health and well-being  • Energy: Improving management of energy resources  • Climate: Understanding\, assessing\, predicting\, mitigating\, and adapting to climate variability and change  • Water: Improving water resource management through better understanding of the water cycle  • Weather: Improving weather information\, forecasting and warning  • Ecosystems: Improving the management and protection of terrestrial\, coastal and marine resources  • Agriculture: Supporting sustainable agriculture and combating desertification  • Biodiversity: Understanding\, monitoring and conserving biodiversity  All of the above societal benefit areas of the Implementation Plan are important for this IEEE GEOSS Workshop\, which will focus on implementing the system of systems that is GEOSS. GEOSS Communications for Disaster Management and Relief Advanced communications systems that provide rapid dissemination of GEOSS information and related networking technologies are critical for meeting the requirements of GEOSS. The relevant communications technology areas include (but are not limited to) satellite communications\, ad hoc and sensor communications and networking\, free-space optical (FSO) communications systems\, broadband wireless networks\, communications protocols and communications standards.    These technologies are essential for mitigation of disasters and supporting post-disaster relief efforts. Key representatives from industry\, academia\, and government will be providing invited talks on these and related issues that impact GEOSS implementation for disaster mitigation and relief.    About this Workshop    The "IEEE GEOSS Workshop – Implementing a System of Systems" is a dialogue for those interested in the engineering of GEOSS. Key engineering challenges will be highlighted at the workshop and an informal environment will be provided for exchange of implementation ideas and to make recommendations. To facilitate this exchange\, the workshop will provide an overview of the GEOSS architecture and participants will be encouraged to develop consensus recommendations. Recommendations of the IEEE GEOSS Workshop will be available to the GEO committees formulating GEOSS through the ICEO GEOSS committee representatives. In summary\, the workshop is a forum for users to interact with technologists to address the engineering challenges of an enabling system of systems for Earth data and information for the benefit of society. DESCRIPTION:        GEOSS Interoperability and Applications to Biodiversity  The following is a summary of a Workshop held in Barcelona\, Spain\, on July 22\, 2007. This one day Workshop will focus on system architecture and interoperability for the Global Earth Observation System of Systems (GEOSS). It is one of an ongoing series of IEEE-sponsored regional meetings across the globe in support of GEOSS*.    Background    The Global Earth Observation System of Systems (GEOSS) is a complex system of sensors\, communication devices\, storage systems\, computational and other devices used to observe the Earth and gather data needed for a better understanding of the Earth’s processes. In addition\, GEOSS includes models and methods to create information from the observational data. The 2003 Earth Observations Summit established the objective “to monitor continuously the state of the Earth\, to increase understanding of dynamic Earth processes\, to enhance prediction of the Earth system\, and to further implement our international environmental treaty obligations”.    The GEOSS Implementation Plan states that GEOSS will provide the overall conceptual and organizational framework for integrated global Earth observations to meet user needs. GEOSS will be a “system of systems” consisting of existing and future Earth observation systems\, supplementing but not supplanting their own mandates and governance arrangements. It will provide the institutional mechanisms for ensuring the necessary level of coordination\, for strengthening and supplementing existing Earth observation systems\, and for reinforcing and supporting component systems in carrying out their mandates.    The emphasis of GEOSS is on societal benefits\, initially in nine key areas. Sound management of the Earth system\, in both its natural and human aspects\, requires information that is timely\, of known quality\, long-term\, and global. Interpretation and use of Earth observations requires information on drivers and consequences of change\, including geo-referenced socio-economic data and indicators. GEOSS System and Interoperability    GEOSS is being built initially from existing systems and initiatives\, with an emphasis on the creation of synergies among GEOSS components that provide increased benefits to society. Realizing such benefits will require the exchange of data and information between disparate data and information systems\, an interoperability challenge of unprecedented magnitude. GEOSS components\, their service interfaces and the standards employed to enable interoperability will be described in a set of registries and accessible through well-developed\, publicly accessible\, network-distributed clearinghouse and related web portals.    Satellite observations are expected to provide much of the critical information needed to meet the nine societal objectives of GEOSS. Interoperability of satellite observations extends beyond data access and syntax issues to data quality assurance. which involves the incorporation of existing standards\, and accommodation of accepted practices\, inter-comparison of satellite observations\, and inter-calibration of satellite radiometers. This is especially critical for climate related GEO tasks where long-term data sets must be stitched together from a series of overlapping satellite observations\, and the climate signals to be detected are extremely small (for example\, temperature trends of only a few tenths of a degree C per decade).    About this Workshop    This IEEE\, CEOS (Committee on Earth Observation Satellites)\, OGC and ISPRS co-sponsored workshop\, “The User and the GEOSS Architecture - GEOSS Interoperability and Applications to Biodiversity\,” is the 14th in a series that will focus on the development of the GEOSS clearinghouse\, web portals\, standards and calibration of satellite systems. It will also address the issue of biodiversity - one of the nine societal benefit areas with example pilot studies in the Mediterranean region. It will bring together scientists and engineers with experience and interest in the interoperable engineering of very large scale systems of systems\, and provide informal environment for exchange of implementation ideas and to make recommendations.. Key representatives from industry\, academia\, government\, GEO\, CEOS member space agencies\, OGC\, and other international organizations will be providing invited talks on these and related issues that impact GEOSS. Participants will be encouraged to develop consensus recommendations. Recommendations of the GEOSS Workshop will be available to the GEO committees developing GEOSS. In summary\, the workshop is a forum for users to interact with technologists to address the engineering challenges of enabling a system of systems for Earth data and information for the benefit of society.    The workshop will be held in association with the 27th International Geoscience and Remote Sensing Symposium (IGARSS 2007). IGARSS is annual meeting of the IEEE Geoscience and Remote Sensing Society (GRSS)\, and is being held in Barcelona\, Spain\, July 23-27\, 2007. DESCRIPTION:Earth information scientists and world leaders are attending the World Climate Conference-3 (WCC-3) in Geneva\, Switzerland\, 31 August - 4 September 2009. The theme of the conference is "Climate prediction and information for decision-making". [Learn More..] Its focus is on climate predictions and information for decision-making at the seasonal to multi-decadal timescales. The goal is to create a global framework that will link scientific advances in climate predictions and the needs of their users for decision-making to better cope with changing conditions. Key users of climate predictions include food producers\, water managers\, energy developers and managers\, public health workers\, national planners\, tourism managers and others\, as well as society at large. The Conference includes both technical sessions and a plenary for international leaders addressing climate-related issues. The Conference also aims to increase commitment to climate observations and monitoring to better provide climate information and services worldwide.
